Remote Access: Downloads Stall

I have remotely accessed my HP EX485 before and downloaded smaller files without issue, however, today is the first time I am trying to get a 500+ meg file from my server remotely but the download stalls at around 10-20meg.

No errors, no timeout - just sits there like it is downloading but there is no progress change.

I am using Vistax64 and tried both IE8 and Chrome - same results.

My ISP is Verizon FIOS with 25/15 speeds.

I thought I would toss this out to you guys and see if it is a common issue. In the meantime, I am troubleshooting. My next step is to try a different work PC (XP).

Looks like that even on an XP PC, the remote download from my EX485 still stalls. Got to 62meg this time before it stops in limbo. So with that said, I know it isn't my PC causing the issue. Hopefully one of you can shed some light for me.

Didn't help, but then again, I only restarted IIS atm. (will do a server reboot after I get home from work tonight)

[edit] Reboot didn't help.
I even installed Toolkit 1.1 and set it to 1 hour. One test lasted 7 minutes and I got 56 meg of the file. The last test lasted 2 minutes and I got 13 meg of the 500+ meg file.

I did some testing while at home.
If I go to the website while inside my network and try to do the same thing, it works fine. Since my bandwidth is higher being on a lan, I tried a 1.5gig file and it took several minutes - no failure.
So, what is the difference between my https inside vs. outside? Does IIS handle it differently? I won't thinks so. I am starting to wonder if it is my ISP..
