Can I make a Custom Recovery CD?

I have had my HP MediaSmart Server for a little over a year now. My main PC just had it's first big hardware crash since I bought it, so I went to do a recovery, after loading windows files from the CD I get a Blue Screen with the message "IRQ_NOT_LESS_OR_EQUAL." I don't know what this is, if it's a driver issue or what. When I hit F8 when booting the Recovery CD and I choose boot logging, it seems to hang at disk.sys. The optical drive is an LG Blu-Ray drive.

So my question is, is there a way to make a custom disc image with different drivers? Is it possible that I'm using an out of date Recovery CD Image, is there a place where I can download the most recent ones? Wow, that turned out to be 3 questions. Sorry about that.
